Foundation Failure Triggers Building Collapse in Victoria, Gozo

On September 27, 2025, heavy rainfall in Victoria, Gozo, caused the partial collapse of several abandoned buildings along Triq Pawlu Portelli. The foundations gave way, sending the structures crashing into an adjacent excavation site that had been prepared for new construction. Emergency services evacuated nearby residents as a precaution, though no injuries or missing persons were reported.

Preliminary assessments indicate that the collapse was linked to waterlogged clay subsoil, which lost stability under intense rainfall. Clay-rich soils are particularly sensitive to infiltration, and when saturated, their shear strength decreases significantly. Temporary structural supports had been installed during excavation, but heavy rainfall appears to have undermined the clay base, reducing bearing capacity and triggering the failure.

The incident highlights the importance of considering hydrological and soil interaction during excavation works, especially in urban areas with sensitive ground conditions. Authorities from the Building and Construction Authority (BCA) and the Occupational Health and Safety Authority (OHSA) have launched investigations and issued a stop-works notice until stability can be assured. This is the second collapse near an excavation site reported in Malta in 2025, raising further awareness of risks associated with foundation works in clay-rich terrain.
