A scaffolding collapse in Hong Kong as Typhoon Noul approached has highlighted how temporary works can become one of the first visible failures during severe weather. Police received multiple calls on Saturday afternoon after strong winds brought down multi-storey scaffolding along Cheung Sha Wan Road in Kowloon. Video footage reportedly showed scaffolding on a high-rise building under construction collapsing and falling onto a neighbouring building below.
Initial reports said there were no injuries from the scaffolding collapse. In a separate incident in Kwun Tong, a passer-by was struck by a loose metal gate outside a construction site after it was blown over by a gust of wind. The man reported the incident but did not require ambulance treatment.
Typhoon Noul later made landfall in Guangdong province, bringing strong winds and heavy rain across southern China, including Hong Kong. More than 715,000 people were relocated in Guangdong, train services were cancelled, and around 350 flights were cancelled at Hong Kong airport. Hong Kong authorities reported at least nine injuries across the city during the typhoon period.
Scaffolding, hoardings, gates, temporary screens and site enclosures are not permanent structures, but they can still create serious public safety hazards when exposed to strong wind. Their risk is often amplified by height, incomplete construction, loose components, inadequate restraint, poor maintenance or insufficient storm preparation.
For scaffolding on high-rise buildings, wind loading is especially sensitive to geometry and exposure. Sheeting, debris netting and temporary coverings can increase wind pressure significantly by turning an open frame into a larger wind-catching surface. Connections, ties, anchors and base supports must therefore be checked before severe weather arrives.
The same principle applies to smaller site elements. A metal gate leaning against a fence may look minor during normal conditions, but in typhoon winds it can become a moving hazard. Site housekeeping, restraint of loose materials and removal of unsecured elements are part of construction safety, not secondary tasks.
The Hong Kong incident shows why storm response plans should be practical and enforceable. Before typhoons, contractors should inspect scaffold ties, remove loose materials, secure temporary gates and barriers, check hoardings, verify exclusion zones and review crane and lifting equipment procedures.
Temporary works must be designed and managed for the weather they may experience, not only for everyday site conditions. As extreme wind and rainfall events place greater pressure on dense cities, construction sites need robust pre-storm inspections, clear responsibility and fast action when warnings are issued.
No major injury was reported from the scaffold collapse, but the event remains a serious warning. In urban areas, the boundary between a construction site and the public realm is often only a pavement, road or adjacent building away.
