A GBP130bn rail concept known as The Loop has been presented as a bold proposal to connect major cities across northern England, Scotland, Wales, Ireland and Northern Ireland. The idea, championed by Royal Institute of British Architects president Chris Williamson, would create a continuous high-speed rail circuit linking Liverpool, Manchester, Leeds, Newcastle, Edinburgh, Glasgow, Belfast, Dublin and Bangor.
The proposal aims to place all nine cities within around 90 minutes of each other, while also linking eight international airports into a single integrated transport network. Its supporters describe the concept as a dispersed but connected global city, with transport infrastructure acting as the backbone for regional economic growth.

Williamson has acknowledged that reaction to the idea is divided. Some see it as visionary, while others consider it unrealistic. However, he argues that even if the proposal is not delivered in its current form, it should encourage a wider discussion about how the UK and Ireland approach long-term connectivity, regional development and infrastructure ambition.
One of the most interesting parts of The Loop is that it is being framed as more than a high-speed rail project. The engineering concept, developed with Elliott Wood, imagines the corridor as a national infrastructure ring main capable of supporting the movement of people, energy, data and possibly water.
This is a significant shift in thinking. Instead of treating transport, power, digital networks and utilities as separate systems, The Loop suggests that a single strategic corridor could carry multiple forms of infrastructure. In principle, that could create stronger regional links, reduce duplication and support future energy systems.
The concept also proposes making the engineering visible. Rather than hiding major structures, the idea includes stone viaducts, stone arches and post-tensioned stone beams. Supporters argue that locally sourced stone could reflect regional geology, revive specialist craft skills and create a stronger public identity for the project.
The Loop remains a concept, not a funded construction programme. Its scale would bring major engineering, political and financial challenges. A route crossing multiple nations would require complex planning approvals, land acquisition, environmental assessment, rail integration, coastal and river crossings, difficult geology and long-term operating agreements.
There would also be serious questions around cost, carbon, delivery phasing and whether passenger demand could justify the scale of investment. The use of stone arches and post-tensioned stone structures would need detailed structural testing, durability assessment, maintenance planning and railway dynamic loading verification before it could become a practical design solution.
Still, the value of The Loop may be in the ambition it creates. It asks whether major infrastructure should simply respond to existing demand, or whether it should shape future settlement, housing, energy and economic development.
The proposal is a reminder that infrastructure is not only about solving today’s congestion. At its most strategic, it defines how regions grow, how cities connect and how national systems perform for decades.
