The Pennsylvania Department of Transportation (PennDOT) is accepting unsolicited proposals from the private sector for transportation infrastructure projects, as part of its Public-Private Partnership (P3) program. The current window for submissions runs through October 31.
Under the program, private entities can propose innovative approaches to deliver, maintain, or finance transportation projects across multiple modes—including highways, rail, bridges, aviation, and ports. Projects need not be limited to PennDOT-owned assets; proposals involving non-state infrastructure may also be submitted directly to the P3 Board.
During the unsolicited proposal window, PennDOT evaluates submissions according to criteria set by the P3 law and the Public-Private Transportation Partnership Board. If a proposal is deemed more cost-effective than traditional procurement, a formal Request for Proposals (RFP) may follow.
This P3 solicitation complements PennDOT’s ongoing grant programs targeting rail infrastructure. Earlier in 2025, PennDOT opened applications for $41 million in grants under the Rail Transportation Assistance Program (RTAP) and Rail Freight Assistance Program (RFAP), supporting rail freight infrastructure and safety upgrades across the state. In 2024, PennDOT awarded $55 million to 30 freight rail projects, sustaining 344 jobs statewide.
