Shetland’s plans for long-term inter-island connectivity have moved into a critical technical phase, with three internationally experienced tunnelling contractors appointed to evaluate the feasibility of subsea fixed links. LNS of Norway, BEMO Tunnelling from Europe’s Metrostav Group, and STRABAG UK will review the reference tunnel design developed for the Yell Sound crossing, which has been selected as the representative test case due to its range of geological and operational variables.

Each contractor will conduct site visits and undertake engineering assessments aimed at validating constructability, sequencing and risk management for a potential fixed-link tunnel. Their inputs will refine the Fixed Link Model, supporting analysis on cost, programme implications and construction methodologies relevant across Shetland’s wider network, including routes to Unst, Whalsay and Bressay. The work forms part of the Inter-island Transport Connectivity Outline Business Case, which will be considered by councillors in summer 2026.
Council representatives emphasised that while Yell Sound provides the trial case, it is not indicative of construction priority. The findings will help determine contractor appetite for future delivery and clarify the extent of external funding required for such major infrastructure. Consultants COWI and Stantec, who led the industry engagement phase, noted that the involvement of global contractors marks a significant step toward assessing the practical deliverability of subsea tunnels for the region.
